Nonattainment Area (NAA)

A geographic region of the United States that has been designated by the Environmental Protection Agency as a Nonattainment Area under section 107 of the Clean Air Act for any pollutants for which a set of National Ambient Air Quality Standards exists, meaning that federal air quality standards are not being met. Regions within Nonattainment Areas are required to ensure that emissions from transportation investments are consistent or in conformity with levels set forth in state air quality plans.
