Public Comment

The Public Comment page announces formal public comment periods conducted according to federal regulations and project-specific public comment opportunities. General comments are also welcomed.

Nondiscrimination Policy

Public participation is solicited without regard to race, color, national origin, age, sex, religion, disability, or family status. SJTPO assures that no person or group(s) of persons shall, on the grounds of race, creed, color, national origin, age, ancestry, nationality, gender, disability, religion, affectional or sexual orientation, gender identity or expression, income level, ability to read, write, or speak English be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination through the federally-mandated metropolitan transportation planning process undertaken by SJTPO, whether the activities are federally funded or not.

Formal Public Comment Periods

SJTPO conducts formal 30-day public comment periods before the adoption of these key planning documents: the Regional Transportation Plan (RTP), Transportation Improvement Program (TIP), Transportation Conformity, Unified Planning Work Program (UPWP), Limited English Proficiency (LEP) Plan, Title VI Implementation Plan, Congestion Management Process (CMP), and the Access for All Transit Plan. A formal 45-day public comment period is held for the Public Involvement Plan (PIP).

Formal comment periods are also held when these documents are significantly changed or amended. For instance, for the TIP, a comment period is held when adding or deleting projects or in the event of a project scope or project schedule change that results in a new Transportation Conformity analysis.

Steps for Formal Public Comment Periods

Formal public comment periods include the steps listed below to involve the public.

  • Place notification in the legal section of regional newspapers, as deemed necessary
  • Place notification on the SJTPO website and social media platforms with an option for submitting comments via social media, email, and fax
  • Provide notification to a listing of representative interest groups, stakeholders, and agencies in the region
  • Distribute documents to select libraries in the region

How Comments will be Used

To maintain an effective and meaningful public involvement process, SJTPO will appropriately consider all public comments. SJTPO is responsible for coordinating a response to comments in a timely manner.

A written summary, analysis, and report on the disposition of all significant comments received during the comment periods for the RTP, TIP, Transportation Conformity, UPWP, LEP Plan, CMP, Access for All Transit Plan, PIP, and Major Amendments will be provided as part of the final, Policy Board approved document.

Formal Public Comment Opportunities

Congestion Management Process (CMP) Public Comment Period

SJTPO invites your input on the Draft CMP document. The document consists of the CMP Methodology Report and the CMP Technical Report.

The CMP Methodology Report outlines the ongoing process using analytic tools to identify congested roadways in the region. The CMP Technical Report presents the data collected and provides insight into the transportation system’s performance and trends revealed by this information. The CMP Technical Report concludes with possible strategies that could reduce or mitigate the impacts of congestion. The process, tools, and results are documented in the CMP document and are available on the CMP webpage.

In addition to the SJTPO website, the CMP document is available for in-library viewing at participating libraries in the region. The list of participating libraries is available on the PIP webpage. SJTPO staff suggests that members of the public call the libraries before visiting.
